Join Our Team: DIRECTOR OF REGULATORY AFFAIRS
REPORTS TO: Vice President of Regulatory Affairs & General Counsel

VMDAEC seeks a full-time Director of Regulatory Affairs that will support the Regulatory and Legal Affairs Department in performing its regulatory tasks, including—organizing, facilitating, and coordinating working groups for both electric and broadband needs; developing and maintaining relationships with external regulatory stakeholders, Virginia State Corporation Commission staff, Maryland Public Service Commission staff, and staff at other state and federal agencies; assisting members of VMDAEC and its affiliates with regulatory inquiries and projects; representing VMDAEC and its members within cooperative and external fora; participating in lobbying and the support of lobbying efforts as a member of a cross-departmental governmental affairs team; providing policy and regulatory analysis; assisting with event planning and execution; and performing other duties as assigned.
CORE FUNCTIONS:
- Monitor, analyze, review, summarize, present on, and advocate orally and in writing to achieve the regulatory goals of the Association, its membership, and affiliates:

- Track regulations that impact VMDAEC stakeholders and actively track dockets of importance, noting and communicating changes and outcomes.
- Develop and maintain relationships with regulatory decision-makers and the staff of the State Corporation Commission.
- Provide written and oral summaries of regulatory developments to members and meet with members about regulatory issues.
- Effectively coordinate and develop regulatory work groups, outside consultants, and relationships with outside associations.
- Represent VMDAEC members at policy and regulatory discussions, work groups, task forces, and other external meetings in Virginia and in the mid-Atlantic region.

- Provide Policy Analysis & Legislative Support on a Cross-Functional Team:

- Perform policy analysis, review legislation, and offer opinions to the Vice President of Regulatory Affairs and the cross-departmental lobbying team to achieve VMDAEC legislative goals.
- Participate as part of a team conducting the review of legislation at the Virginia General Assembly. This will include working with the General Counsel to conduct, in a systematic way, the legal review of proposed legislation and ensuring that necessary amendments to legislation are integrated into bills before they are handed off to lobbyists.

- Other Duties:

- Support the rural broadband development efforts of VMDAEC’s broadband affiliate—VMDABC—by participating and assisting in organizing the VMDABC Annual Rural Fiber Expo.
- Support the charitable efforts of VMDAEC by participating and assisting in the VMDAEC Scholarship Foundation’s annual awarding of scholarships (including reviewing applications, processing applications, reviewing applicants’ personal statements, and making and processing scholarship awards).
- Support VMDAEC emergency response activities.

EDUCATION/EXPERIENCE DESIRED:

- Bachelor’s degree in a relevant field (business, science, economics, math, journalism, telecommunications engineering or information management, electrical engineering, political science, government, etc.).
- Excellent research and persuasive writing skills.
- Professional oral and written communications skills, including email.
- Exposure to research software and other web-based tools (docketing systems, tariff filing systems, GIS systems, etc.).
- Exposure to policy analysis, including utility rates, telecommunications policy, energy industry policy, etc.

- Some overnight travel is expected as part of this position and a valid driver’s license is required.
- Some remote work is possible in this position.

Join Our Team: Creative Services Coordinator
Are you that unique individual who excels in both the creative and technical aspects of writing and page design? Do you have experience creating clear text copy using AP Style guidelines, taking photos to enhance the text, and using Adobe Creative Cloud to bring everything together on the page? If you fit this description, Cooperative Living magazine is looking for you.
We are a monthly print magazine representing readers across Virginia and Maryland.
The majority of our readers belong to one of the 16 electric cooperatives of the Virginia, Maryland, and Delaware Association of Electric Cooperatives. We seek a Creative Services Coordinator who can use design software to create digital layouts for print publication and collaborate with our member cooperatives to develop and finalize copy they provide us for publication.
This individual will collaborate closely with our Creative Services Director to ensure the seamless creation and integration of externally and internally created pages for each issue of Cooperative Living. They will attend weekly editorial meetings and produce content for the internally generated pages, including conducting field interviews and taking essential photographs for features assigned by the Executive Editor.
This individual will also handle administrative duties related to the magazine’s daily operation. Additionally, they will ensure that external editorial deadlines are met and assist the Deputy Editor with the website and social media platforms as needed.
WORKING ENVIRONMENT
- This position is in-office in Glen Allen, VA with flexibility for remote work as appropriate.
- This position requires flexibility to travel and to attend frequent meetings and events during non-traditional hours, including evenings, weekends, and mealtimes.
- This employee must maintain a valid driver’s license.
EDUCATION/EXPERIENCE REQUIRED:
- A bachelor’s degree in journalism, communications or graphic design is preferred.
- Some years of cooperative experience is a plus.
- Ability to work in a standard office work environment.
- Some non-overnight travel is required in this position.
EXPERIENCE/SKILLS PREFERRED:
- A mastery of the Associated Press (AP) Style.
- Strong skills in Microsoft Office and Adobe Creative Cloud software platforms.
- Strong writing, editing, proofreading and digital photography skills.
- Strong planning and organizational skills.
- A strong aesthetic sense.
- Strong online skills for research purposes.
- Ability to work under deadline pressure and lead a project from concept to print.
- Basic math, reasoning, and public relations skills.
